The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The succession of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from various governments. Immense energy is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity enabled by timely intelligence. From vantage locations, defense planes that had been dispatched to intercept incoming guided weapons flew past – sophisticated military planes provided to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, probably delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't hit its mark this time, sparing the city from devastation and another blackout.

Ongoing Risks

Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are clearly incapable to fill in the near term.

Failed Diplomacy

The 28-point plan from US administration generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership follows the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, certainly, continue.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to pressure the Kremlin to abandon the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to deter Moscow, through words or deeds, from believing that the current condition will not change more in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until situations evolve in its benefit.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not move to internal issues. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a mere seven days to kill the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on continued Western support.
